Heat oven to 350 degrees. Roast the hazelnuts on a baking sheet in the oven until golden and fragrant, about 10 minutes. (Optional, rub hazelnuts in a clean towel to remove skins.)
Add 1 cup of nuts to a food processor and blend smooth. Scrape down the sides and add remaining ingredients and blend again. Taste and adjust for sweetness.
Line a small baking sheet with parchment. Pour mixture on the pan and spread to about ⅛" thickness. Sprinkle with remaining ½ cup hazelnuts.
Freeze for 30-45 minutes until solid. Cut into 1"x3" pieces. Enjoy!
